　　第四条 行政调解应当遵循自愿、合法、公平公正、注重效果原那么。
　　第五条 市和区、县政府应当加强对本行政区域内行政调解工作的领导，健全行政调解与人民调解、司法调解的衔接机制，保障行政调解所必需的工作条件和经费，加强行政调解队伍建设。
　　市和区、县政府工作部门应当加强对本领域、本系统行政调解工作的业务指导和协调推进。
　　市和区、县政府法制机构负责推进、指导、协调和监督本行政区域行政调解工作。
　　第六条 行政机关应当确定专门机构统筹本机关的行政调解工作，并指导本机关具体承当行政调解工作的机构开展行政调解。
