河北大学硕士学位论文论我国会计规范体系的变迁和变革姓名:杨会朴申请学位级别:硕士专业:会计学指导教师:张双才 20051201 摘耍摘要会计规范体系是一个多角度、多层次的体系。建国50多年来,尤其是改革开放以来,我国的会计规范体系建设取得了很大成就,但是仍存在着一定的问题。这既是在实际中迫切需要解决的问题,又是理论上尚待研究的课题。本文在分析影响会计规范的因素,回顾我国会计规范建设的历程并比较国外会计规范现状的基础上,提出了完善我国会计规范体系的建议。全文主要由以下几部分组成: 第一部分论述了我国会计法规体系的范围,分别从会计核算反映与会计监督两方面来界定i和影响会计规范体系的因素,主要包括经济、政治、历史、文化、地理、立法者的法律意识、国际惯例和会计管理体制等八方面因素。第二部分论述了我国会计规范体系从建国开始至今的演变历程,分四个阶段进行阐述:1949年--1958年学****苏联的阶段;1958年--1966年“破除迷信”阶段;1978年一 1992年改革开放初期的会计规范建设:1992年以后的会计规范建设一向国际会计标准靠拢。第三部分论述了国外的会计规范体系,重点分析了法、美两个典型国家的会计规范体系以及国际财务报告准则,并将其与我国进行比较。第四部分论述了我国现行的会计规范体系,并指出存在的问题以及完善我国会计规范体系的现实选择。本文的创新之处,首先在于系统归纳了我国会计规范体系的发展与变迁,其次是深入探讨了我国现行制度与准则并行的“双轨制”规范体系存在的问题。论文在最后作了总结,并指出需要进一步探讨的问题,留待日后研究。关键词会计规范体系:变迁;改革 Ab啦rac!
