证机制、口令加密等安全措施来提高系统的安全性。
系统综合运用了计算机网络技术、管理信息系统思想和软件工程方法，比较了实
现系统可供选择的技术方案，确定了开发环境；对计划生育干部***教育管理系统进
行了需求分析、功能模块设计，确定了系统所要实现的功能；研究了实现系统的关键
技术，如登录权限控制、数据库访问、安全设计与实现等；编程实现了新闻管理、教
师信息管理、学生信息管理、课程管理，成绩管理、短信管理等功能；分析了 GSM
模块与串口间的通信技术，实现了短信平台的开发并与教务管理功能相结合。本系统
的实现为今后进一步的软件开发奠定了良好的技术基础。

The Design and Implementation of the Teaching
Management System Basing on .NET for Adult Education
Abstract
This paper researched and developed a suit of Instructional Management System
which aims at the actual condition of the adult education for the cadre of family planning.
It is based on the .NET frame and is capable to make the works of educational management
more scientificity, standardization, informationization and automatization, so that the work
efficiency and education quality can be improved.
In this system we apply the object oriented program thought, adopt the B/S computing
mode, use C# programming language and the facility of SQL Server2000 database
management which achieve the Management System, and improve the haleness of the
system by the validate mechanism and safety precaution.
This system is an integration of computer network technology, ideals of manage
