关于我国民航安全管理体系建设的建议

摘要:民航事业的蓬勃发展,离不开其完善的安全管理体系。当前,我国民航业正处在飞速发展的阶段,如何建设、完善我国民航安全管理体系也就成为了重中之重。本文通过对安全管理体系内涵的研究,引出安全管理体系建设对于民航业的重要性,进而提出关于我国民航安全管理体系建设的一些建议,以达到更好地推动我国民航业的发展的目的。

Suggestions on the construction of civil aviation safety management system in China

Abstract: The vigorous development of the civil aviation industry, can not be separated from its perfect security management system. At present, China's civil aviation industry is in a stage of rapid development, how to build and improve our civil aviation safety management system has e a top priority. We through research on the connotation of the safety management system, leads to the construction of safety management system for the importance of civil aviation industry, and puts forward some suggestions on China civil aviation safety management system construction, in order to achieve a better promote the development of China's civil aviation industry.

前言
进入21世纪以来,我国各项事业成果丰硕,而民航业也紧随快速前进的步伐,取得了一系列可喜的成绩。 2010 -2014年期间,中国民航运输总周转量、旅客运输量年均增长率超过 10%,而航空重大事故率(,)远低于全球平均水平(,),超过了世界民航发达国家美国(,)的安全记录。虽然安全记录一流,但实际上在面对纷繁复杂的安全风险时,依旧会出现安全管理体系缺陷的问题。鉴于此种状况,我国应该结合现状加强安全管理体系的建构工作,进而将中国民航管理水平推向新的高度。
