成都市城镇职工基本医疗保险办法实施细则

（二）转业、退役军人和机关、事业单位职工到企业工作，以到企业工作的月工资作为缴费基数；
（三）用人单位内部退养职工，以内部退养前12个月的月平均工资作为缴费基数，内部退养生活费高于退养前12个月平均工资的，以内部退养生活费作为缴费基数；
（四）在医疗期内的病休职工，以实际领取的疾病津贴作为缴费基数；
（五）企业停工放假的职工，以实际领取的生活费作为缴费基数；
（六）与用人单位保留劳动关系的脱产学****人员，由用人单位支付工资的，以每月实际领取的月工资性收入作为缴费基数；
（七）公派出国、出境工作，外派、外借到其他单位工作的职工，以每月实际领取的月工资性收入作为缴费基数；
（八）因特殊情况不能准确核定月工资的职工，以上一年成都市职工月平均工资作为缴费基数。
第七条 单位职工的基本医疗保险费缴费基数低于缴费时上一年成都市职工月平均工资60%的，按60%作为缴费基数，高于上一年成都市职工月平均工资300%的，按300%作为缴费基数，缴费基数计算到元。
