公墓是规划出来供埋葬死者之用的土地。公墓的选择受地理条件、宗教信仰、社会观念以及美学和卫生等因素的影响。公墓也可能被奉为圣地或禁区。在日本、墨西哥等国，公墓是在某种场合为纪念死者进行参拜之处。在另外一些国家以及其他宗教团体，公墓荒凉简陋，鲜有人迹。墓穴的使用年限最长为20年，2011年民政部宣布公墓续租试点普遍先续十年。
　　公墓主要是指人去世后，将遗体或骨灰式遗物统一集中到一个统一的地点。这是人类发展历史上的文明和进步。其大致分如下类型：：有些也可称为皇陵，这是由权力而形成的。：指安葬同一信仰或思想人员地方。：指安葬自己家庭有关人员的地方。：指因为某个特定事件或战争等因素造成，而设立的安葬有关人员的墓地。：指是安葬社会各界人士去世后的地方，一般来说没有什么特殊要求。
　　目前荆州各大公墓均有不少墓穴达到或超过了20年使用期限，各大墓园也经常接到市民的电话咨询。《荆州市殡葬管理条例》规定，墓穴和骨灰格位的护墓费当初是按20年一个周期缴纳的，期满后可以续交费，一般情况下，一个墓穴和骨灰格位可续租10年，续租需缴纳土地租赁费和墓穴管理费，前者按照国家统一规定为每平方米1500元，后者按当初墓穴造价的5%计算。目前能办理续租的仅为骨灰葬墓穴，树葬和遗体葬的老墓续租办法仍在研究中。
