摘要

随着我国经济发展的不断进步安全生产问题愈发重要为了确保人民群
众的生命和财产安全政府对安全生产的监管工作必不可少本论文运用行政
法学等原理研究了我国政府安全生产监管模式存在的问题具体包括以下几
方面内容
本论文通过分析监管政府监管安全生产监管安全生产行业监管安
全生产综合监管等概念对我国目前的政府安全生产监督管理模式做了定性分
析和研究我国安全生产监管属于政府社会性监管
并从安全生产监管部门的政府间关系安全生产监管主体界定安全生产
监管职权界定安全生产监管机构设置独立性和安全生产法律体系等五个方面
分析我国安全生产监管体制存在的问题通过回顾我国安全生产发展的历史沿
革以及对国外经济发达国家先进的安全生产监管体制和方法进行归纳总结
遵循政府监管机构的设立原则为我国的安全生产监管提出了完善法制建设
政府监管人员专业化发展加强部门间政策协调充分利用安全科学技术对
企业分类监管以及补充安全生产基层力量等建议措施

Abstract

The problem of safety production is more and more important as the economy
of China developing. To ensure people’s life and asset safe, it is necessary to
regulation safety production by government. In this paper, the research will be based
on Safety Production Regulation Model of Chinese government by using public
administration.
Through explaining regulation, government regulation, safety production
regulation, safety production industrial regulation and safety production general
regulation, current Safety Production Regulation System in China will be researched
by qualitative method. In China, safety production is supervised by government. In
addition, some problems, which are difficult to be managed by the Department of
Safety Production Regulation in China, are also try to be solved by researching the
relationship between general regulation and industrial supervision, the position of
department responsibilities and safety regulation. According to the history of safety
production in China and the experience of safety production regulation in developed
countries, the target of analysis is to make some measures, such as developing the
regulation of safety production regulation and the specific ability of government’s
supervisor, improving policies of departments, making full use of safety technology,
