Article2Ifacitizen,anoritspersonnel,heoritshallhavetherighttobringasuitbeforeapeople'ordancewiththisLaw. Article3Thepeople'scourtsshall,ordancewiththelaw,exercisejudicialpowerindependentlywithrespecttoadministrativecases,an,'scourtsshallsetupadministrativedivisionsforthehandlingofadministrativecases. Article4Inconductingadministrativeproceedings,thepeople'scourtsshallbasethemselvesonfactsandtakethelawasthecriterion. Article5Inhandlingadministrativecases,thepeople'helegalityofspecificadministrativeacts. Article6Inhandlingadministrativecases,thepeople'scourtsshall,asprescribedbylaw,applythesystemsofcollegialpanel,withdrawalofjudicialpersonnelandpublictrialandasystemwherebythesecondinstanceisthefinalinstance. Article7Partiestoanadministrativesuitshallhaveequallegalpositions.
