县域经济发展金融支持研究.pdf

摘要
浙江省近几年来的人均国内生产总值、城镇居民可支配收入和农民人均纯收
入一直位居全国前列,在中国民营经济和巿场机制方面都具有领先优势,现在,
浙江省已经进入了经济发展的关键时期。然而,浙江的县域金融发展水平相对其
县域经济的发展略显滞后,且逐渐成为县域经济保持快速发展的一大制约因素。
如何充分发挥金融系统对资金的优化配置服务功能,是浙江省县域经济发展面临
的一个重大课题。
本文以浙江省为例,重点探讨了县域金融发展对县域经济增长所产生的支撑
作用。论文在对金融发展与经济增长的关系进行较为系统梳理的层面上,着重探
究了县域层面上金融对经济的支持机制和作用。
在理论分析的基础上,实证研究在以下三个方面重点研究了县域金融对县域
经济的支持作用。首先,论文利用 1985 年至 20 10 年间的浙江省整体经济和宏观
金融数据,在省级层面研究了金融发展与经济增长的相关关系。接着论文对浙江
省 58 个县(市)的金融发展和经济增长之间的互动情况进行了探究, 以浙江省
的县域金融和县域经济数据验证了在县域层面上,金融发展对于经济增长具有较
为明显的支撑作用。最后,本文借鉴国外最新的研究方法,实证研究了以县域金
融发展水平为约束条件的县域经济增长的长期趋势。本文通过实证研究得出,县
域金融发展水平是影响县域经济长期发展收敛性的重要因素。
在实证研究的基础上,论文又结合浙江省创建首批金融创新示范县(市、区)
的工作部署以及作者亲身参与的课题研究,选取了德清和慈溪两个具有代表性的
县(巿),对它们在县域金融服务体系创新方面的经验进行了梳理和研究。最后,
对浙江省如何进行县域金融创新以及构建新型的县域金融服务体系等提出了一
些具有可行性的政策建议。?
